Depending on a number of factors, the machine designers may chose to move the material under a stationary laser head, They may move the laser head while holding the material stationary, or they move the laser head in one or more directions and move the material in the other directions.
Just moving the material lets you design a very simple delivery system for the laser beam, and lets you draw the fumes and dust from the cut process from just one small area. Unfortunately, there are significant drawbacks to that approach.
